note that i haven't taken either subject so take my advice with a grain of salt.
if a main focus of urs is relevancy, i think that accounting is actually moreso applicable in the real world - i.e eco's much more content heavy and structure-based. if you have a look at the vcaa eco marking guides examiner reports, examiners stress quite a lot of attention on how answers are phrased and how well you can explain a concept. thus, if ur really keen on eco, i would probably have a look at accounting before making a decision.
as for legal studies, it's a ton of memorisation - and i mean a TON. unit 4 is pretty notorious for parliament (at least among some of my mates), so i'd recommend having a look at that before you make a decision. as far as i'm aware, 1/2 is much more lenient and chill - as long as you have an understanding of the fundemental concepts, like legislative process, government structure, IGOs, UN, and UDHR, then ur fine.
edit: btw having a bad eco teacher is absolute hell - it's completely different to accounting where you can self study the whole syllabus. so maybe ask some y11's or y12's about their thoughts on the eco department or commerce department as a whole at your school.
