even though that isn't the actual answer, you have a good idea, although in this example it is imperative to look at the context of each of the words, the first word outlandish means a bit out of the ordinary/unconventional, flamboyant while it does also have a relation to style, the style of someone flamboyant will most likely be 'out there' and not quite mundane, eccentric doesn't quite mean snobby or rich but it is another way of saying someone who is a bit abarrent, discerning means to understand and show good judgemental skills.
