I'm worried that going from Yr 9 SEAL (in which students study Yr 10) to Yr 10 at JMSS will be a waste of time because that would mean essentially repeating Yr 10. Is this the case, or is Yr 10 at JMSS so much more advanced than other schools?

really depends if you want to excel in science or not. i'd personally apply to jmss if i were you though. pretty sure jmss does a lot of accelerated stuff too
Is there any quota or priority for JMSS students for getting in Monash University?

As a SEAL Student, I am okay with leaving SEAL for mhs, so if you want to further your scientific and mathematical skills, I'd say go for it
