Hi! Do you reckon there's any way you could switch into 1/2? Like, have you talked to your senior coordinator or whoever does your subject selections at this new school? I think that would probably be the first option you should go through with.
If you're aiming for a high 45+ mark, I would definitely recommend doing units 1/2, sometimes you don't realise how handy they are until the end of the year (this was me with Japanese). This also gives you time to notice and improve your personal weak areas within language. For an example, you may find out that you are stronger with writing than you are with listening, doing 1/2 gives you time to practice listening before it goes towards your ATAR in 3/4. Mistakes you make initially can be improved within the time you give yourself in 1/2. Language is hard, it needs a lot of practice!
I found this website whilst searching for VCE German and I think it's pretty handy if you need any study tips or resources - this one here is a bit old, so I wouldn't listen to point 1 (I don't think the study design is the same, but you could probably get the general gist with it).
So basically: ask if you can do 1/2, find a way to do the 1/2 because it is important for language especially, and good luck! Let us know how the whole decision making process goes!
