Personally, I think rank kind of matters but because of the sacs and topics, the rank should change up pretty often which means that even if you're 15th, your ranking could go up or down. Even if your SAC scores aren't that good (which was my case last year), if you do really well in your exam you can get above 40. Getting 45 and above is really hard like from my class for Japanese, only 2 students (including myself) were able to achieve that score even though I knew multiple people who were generally smarter than me.
