If you didnt get an offer in the first round, can you still get an offer?

If someone declined an offer to Melb High, is that offer passed to someone who got into Nossal(they had nossal second and melb first preference), or is that offer passed to a person who initially didn't get an offer(with melb high as first preference)?

Jamie yea i think thats how it works but of course only a very very small amount would get in via this route, maybe like 5 kids max

90% of offers are in the first round so you do still have a chance, you may get an offer from a second pref school
